Ontario Introduces a New Workforce Priority Pathway for Canada PR in Place of Eight OINP Streams
In place of eight OINP channels, Ontario has introduced a new Workforce Priority Stream with revised eligibility guidelines, EOI scoring, and employer requirements.
The eight employer led immigration streams in Ontario, an east central Canadian province, have been replaced with a single Ontario Workforce Priority Stream, changing the requirements for foreign workers including Indians to be eligible for provincial nomination for permanent residence in Canada.
The largest revamp of the Ontario Immigrant Nominee Program (OINP) in years went into effect on June 26, 2026. Additionally, the province has temporarily shut down its Expression of Interest (EOI) system; a reopening is anticipated between July and September of 2026.

Three Pathways, One Stream
Three categories are now included in the new Ontario Workforce Priority Stream:
Employees in higher-level TEER 0-3 jobs
Employees in TEER 4-5 jobs
Qualified independent doctors
Applicants will now enter through this single method based on their eligibility and occupation rather than selecting from several employer streams.

New Guidelines for Work Experience, Education, and Language
All eligibility requirements have been tightened in Ontario. These days, each track has different requirements for work experience, education, and language proficiency. Additionally, the province has unveiled its new EOI grading system. Points are awarded to candidates for:
Work experience in Ontario
History of income taxes in Canada
Offered salary
Proficiency in both French and English
Learning
Location of the job
Profession
Status as a temporary resident
Candidates who work outside of Toronto are awarded additional regional points. Trades and transportation jobs come in second and third, respectively, behind employment in health. Additionally, those with work permits score higher than those with study permits.
It's become harder to deny one trend: Canadian provinces are awarding candidates with prior local work experience significantly more than those applying directly from outside.

What This Signifies for Foreign Employees
The new scoring algorithm may increase the prospects of foreign workers with Canadian work experience and tax records who are currently employed in Ontario on temporary work permits.
Those who were not invited to their prior EOI, however, will have to start over. All current EOIs submitted under the previous streams will be canceled by Ontario, and new registrations will be needed when the new system launches.
Before applying, skilled workers who intend to relocate to Canada under employer sponsorship should confirm that they still fulfill the updated language and educational standards.

Employers in Rural Are More Flexible
Financial qualifying requirements for enterprises in rural areas with less than 150,000 residents have been loosened in Ontario.
For foreign workers who are ready to accept jobs outside of the Greater Toronto Area, where employers could find it simpler to support applications for permanent residency, this could open up additional opportunities.

Applications that have already been submitted will be accepted.
Applications submitted under the previous OINP streams are unaffected by the modifications.
The eligibility requirements that were in effect at the time those cases were submitted will continue to be implemented by Ontario. However, once the Employer Portal reopens to accept new applications under the new program, employers must submit new job offers through it.

 Travunited Take
We consider this to be a more intelligent but more stringent immigration system. The improvements may benefit Indian workers who are already gaining experience in Ontario. It just becomes more difficult for new applicants from abroad to qualify.
