Panama tightens qualified investor residency rules, raising the bar for property investments.
Panama tightens Qualified Investor residence rules, including higher property thresholds, harsher fund checks, annual compliance, and a PAB 500,000 deposit alternative.
Panama has tightened its Qualified Investor permanent residence program, providing clearer property thresholds, more stringent financial requirements, and a new fixed-deposit path for international investors.
The amended criteria now distinguish between first-sale and secondary-market properties, which changes how applicants can qualify through real estate investment.
PAB 300,000 minimum for qualifying first-sale property.
PAB 500,000 minimum for qualified secondary-market property.
The laws also require more investigation of the source of investment monies. The funds must be owned by the applicant and cannot be the result of third-party gifts, contributions, or other free transfers. Applicants investing through a legal entity must now provide more extensive paperwork regarding the entity's ownership and control.
This is important for investors who have previously used company entities to hold eligible assets. The paperwork will need to clearly state who owns and controls the investment.

New PAB 500,000 Fixed-Deposit Route.
Panama has also introduced a new investment opportunity: a five-year fixed-term deposit of PAB 500,000 with either Banco Nacional de Panamá or Caja de Ahorros.
This gives another option under the Qualified Investor program for candidates considering residency without making any investment, such as purchasing property.
The decree also establishes a route through Panama's Ministry of Commerce and Industry for Qualified Investor residents and their dependents to seek Panamanian citizenship after five years of residence.Панамский Travel Passport: реальная возможность путешествовать без виз или маркетинг? | Блог RULATAM
Annual Investment Proof Tightened.
Investors will face more formal hurdles to demonstrate that their eligible investment is still in place. Annual evidence must be submitted before the anniversary of the immigration permission, and property transactions incorporating promissory-sale agreements now require more particular documentation.
The pattern is clear: Panama is shifting from just verifying the investment amount to investigating where the money came from, who controls it, and whether the investment is still compliant.
Indian investors considering Panama residency should therefore have the investment structure evaluated before committing funds, especially when purchasing real estate or creating a corporation to keep assets.

Travunited Take:
We consider the amended rules as realistic but tighter, therefore investors should carefully check funds, ownership, and property eligibility before committing PAB 300,000 or more.
