Who Will Have to Take Finland's Citizenship Test Starting in March 2027?

Who Will Have to Take Finland's Citizenship Test Starting in March 2027?
Beginning on March 1, 2027, the majority of applicants for Finnish citizenship between the ages of 18 and 64 must pass a new social test; graduates who meet the requirements will be exempt.
Beginning on March 1, 2027, Finland will administer a citizenship test to the majority of candidates between the ages of 18 and 64. Applications submitted prior to the deadline will not be subject to the additional knowledge requirement, so anyone considering applying should keep an eye on that date.
The first exam sessions are scheduled for spring 2027, according to the Finnish Immigration Service (Migri). By the end of 2026, study materials, registration information, and the first exam schedule should be available.Finland to introduce citizenship test in 2027 - NordiskPostWhat Will Be Covered in the Finnish Citizenship Exam?
Multiple-choice questions will be used in the citizenship exam to gage candidates' familiarity with Finnish culture. The exam and accompanying study materials will be created by the University of Helsinki.

Questions will address:
Fundamental rights and laws in Finland
Equality and human rights
Equality of gender
Finnish culture and history
Migri will post study guides on its website so that candidates can be ready before the test.

Who Is Not Required to Take the Citizenship Exam?
There are two methods that candidates between the ages of 18 and 64 can fulfilll the new knowledge requirement:
Pass the citizenship test for Finland.
Possess a qualifying upper secondary or higher education degree that was earned in Finland in either Swedish or Finnish.
Eligible candidates may be able to avoid taking the test by using the qualifying route. Anyone who depends on prior coursework should make sure that their credentials satisfy the relevant standards.Finland approves citizenship test requirement, set to take effect in 2027Where Will the Exam Take Place?
Starting in the spring of 2027, Migri intends to administer the test in seven locations:
Helsinki metropolitan area
Tampere
Turku
Oulu
Vaasa
Kuopio
Rovaniemi
By the end of 2026, the agency is anticipated to release the initial exam dates and registration guidelines.
Depending on the sessions that are accessible to them, candidates who live elsewhere might have to travel to one of these venues.

Should Candidates Submit Their Applications before March 2027?
The deadline is important for qualified candidates who are prepared to submit. Although changes to Finland's Nationality Act go into effect earlier, on January 1, 2027, the knowledge requirement will still apply to applications submitted starting on March 1, 2027.
Between 2023 and 2025, Migri received about 46,600 applications for citizenship. Previous changes to citizenship rules prompted applicants to file early, adding pressure to processing times.
However, applicants should not submit incomplete applications simply to beat the deadline. They must still meet the existing eligibility criteria and provide the required documents.
The new examination also completes a broader package of citizenship reforms that has tightened residence and financial self-sufficiency requirements. Finland is adopting a strategy that is already in place in neighboring Sweden, Denmark, and Norway, where citizenship tests are also employed.

Travunited Take:
We advise early document preparation and eligibility verification. The new test requirement can be avoided by applying before March 1, 2027, but applicants must still meet Finland's current citizenship requirements.
